In terms of municipal planning the given circumstances call for maximum use of the available land. The carcass consists of a peripheral block construction with a trapezoid ground plan surmounted by a glazed high-rise. The high-rise is angled allowing natural light to penetrate the three sections of the plinth edifice. The building is divided into three separate zones, each of which has been handled differently with regard to the positioning of the windows. To the rear, residential buildings have been erected. These take up the theme of the late 19th century villas in the Westend district. The architectural concept includes planting large quantities of greenery on the forecourt and in the gardens on the inside of the block.
